Carlton County Management Plan for Tax-Forfeited Lands
Carlton County administers and manages for the public benefit approximately 72,400 acres of tax-forfeited land. In 1992 the County adopted its first-ever written plan to guide the management of these lands. A second generation plan was adopted by the County Board in 2004. This document updates the 2004 plan. In general terms, this updated plan affirms the County's intent to retain and actively manage its tax-forfeited lands as a valuable, renewable resource meeting a variety of economic, social, and ecological values. The following summarizes key elements of the plan.

Property Assessed Clean Energy (PACE) Financing
The Property Assessed Clean Energy(PACE) program allows commercial, industrial, nonprofit and multi-housing property owners to take on voluntary special assessments to finance energy related improvements to their buildings.
It allows companies the opportunity to maintain a positive cash flow while investing in energy upgrades at no cost to taxpayers.
The assessment is offset by the decrease in energy costs so that the business either sees no change in the bottom line or an increase to the bottom line.

Carlton County’s School Recycling and Waste Reduction Grant Program
The average Minnesotan sends over 2,000 pounds of garbage to our landfills every year! Many of these materials could have been reused, recycled, or composted instead.  This grant program aims to ensure that the quantity of waste in local schools is reduced and that recyclable materials are diverted from the solid waste stream.
