The Carlton County
Sheriff's Office
operates a full-service
jail to serve and
protect the community by
providing for the care,
custody and control of
inmates. Incarceration
will be safe, secure,
humane and healthy for
staff and inmates. All
this is accomplished by
meeting Constitutional
Mandates and national,
state and locally
recognized laws,
standards and
requirements.
The Jail Division
provides staff with
standard operating
procedures and inmate
rules and regulations
which define individual
responsibilities for
which all are held
accountable.
In
addition to providing
basic jail services, an
environment has been
created which is
conducive to
rehabilitation for those
inmates desiring
positive change. It isour philosophy not
to punish beyond a safe
confinement.
We
promise our public that
we are committed to a
cost-effective and
efficient operation.
INFORMATION
No one
desires to be "locked up"
but society and the Courts
have dictated that we keep
certain individuals in our
custody and control. The law
holds us responsible for
them. This person may be a
family member or a friend.
You may havequestions
about their care and as to
what services are available
to them in jail.
Whether they are serving, a sentence imposed by the
Court or locked up in
pretrial detention, they are
requiredto
comply with all of the rules
designed to maintain
security, a standard of
cleanliness, and discipline
within the jail. They will
be treated with fairness and
respect, and in turn, are
expected to do the same.
The following is
information designed to
alert you of what to expect
during incarceration and to
eliminate confusion about
jail procedures and
services.
VISITATION
Visiting hours are from 1:00
p.m. to 5:00 p.m. for male
inmates and 5:30 p.m. to
9:30 p.m. for female inmates
on Tuesdays and Saturdays,
in addition to the holidays
of Christmas, New Years Day,
Thanksgiving and Easter.
Occasionally, inmates will
be placed on special status
and will have a different
schedule than above. Efforts
will be made to communicate
that to visitors.
Visitation Policies:
In
order to provide
visitation for all,
visits are limited to 30
minutes for each inmate,
limited to TWO people.
NO
ONE under the age of 18
will be allowed in the
jail unless accompanied
by their parent or legal
guardian.
Official visitors
(lawyers, clergy,
doctors, police
officials, etc.) are
permitted to visit an
inmate during any
reasonable time of the
day, excluding meal
times and sleeping
hours.
Visitors may be asked
for picture
identification.
The only articles that
can be brought to the
jail by family/friends
are: Money, medications,
and one set of clean
clothes. All personal
property will remain in
their locker, not in
their cell.
No
materials can be
exchanged during
visitation (ie.,
letters, notes, etc.).
Letters must be mailed
through the U.S. Post
Office incoming and
outgoing. Property can
be released by the
inmate if desired to be signed for by
someone with a photo ID.
BAIL/BOND PROCEDURES
Cash
bail may be posted at this
facility at any time. We do
not accept personal checks.
PLEASE NOTE-during business
hours, please submit your
money to the Court
Administrator's Office at
the courthouse next door.
Bail
may be posted through the
services of a bonds person
of your choice. Listings of
bonds persons are in the
cell blocks and phone books.
CORRESPONDENCE
Inmates
will be permitted to correspond
with family, friends, officials
and other significant community
contacts with minimal
interference, consistent with
the legitimate security needs of
the jail and consistent with
established legal rights of the
inmates.
Correspondence Policies:
Inmates are allowed to write
letters, however must have
sufficient money to purchase
stamped envelopes. If there
is no money in their
account, stamped envelopes
will be provided for legal
matters only. Inmates
receive
one free stamped envelope
weekly.
Only
letters, cards, and packages
which have been postmarked
and delivered by the Post
Office in the usual manner
can be accepted by the Jail
for the inmates.
Cash,
money orders or cashiers
checks will be received and
placed in the inmate's
account for canteen or
release.
Any
items of a personal nature
will be placed in the
inmate's locker for
possession upon release.
They are not allowed any
personal items in their cell
blocks.
Mail
is inspected for contraband,
physical and written. There
should be no stickers on the
envelope or they will not be
allowed.

TELEPHONE
The
jail will permit inmates access
to the telephone to maintain
essential community and legal
contacts.
Telephone
Policies:
Immediately following
booking, inmates are
permitted one local call to
either a family member,
attorney, or bonds person.
Thereafter, calls will be
made using the cell block
phones designed for inmates.
We will not pay for any
long-distance calls.
Incoming calls and messages
will NOT be received for
inmates.
In an
emergency situation however,
the Correctional Officer
will take the name and phone
number and allow a return
call.
The
phones within the cells are
designed to make collect
calls only. The receiving
party must accept the call
before the handset will let
the inmate talk. If the
receiving party does not
accept the charges three
times in one day, an
automatic 24 hour block is
placed on that number.
Inmates are advised that
improper use of the phone
such as making threats,
obscene calls, etc., may result in
loss of phone privileges and
criminal prosecution.
Civilians may request to
have their phone numbers
blocked. You may have
your number blocked by
selecting the appropriate
choice when the call is made
to your home or if the calls
became consistent, you may
contact a correctional
officer at the Carlton
County Jail to ask for
assistance in having your
number blocked.
