Mike
Tardy,
Carlton County Engineer
has direction of the Department and
its 44 employees in
administration, engineering and
maintenance as well as the
county’s two airports. He is
responsible for the Department’s
$7-9 million dollar annual
budget for construction,
maintenance and operation. He
makes sure that the departmental
operations and construction
projects comply with Federal,
State and Local engineering
design standards and assures
compliance with
Department
policies.
Milt Hagen, Assistant County
Engineer, has been with the
Department since 1991 and
provides assistance to the
Engineer in budgeting, planning
and personnel and directly
supervises the 10 staff members
in the Engineering Division. He
has a major role in assuring the
smooth flow of the many
construction projects for the
County’s roads and bridges.
Randy McCuskey, Maintenance
Superintendent, has been
with the Maintenance Division
since 1983. As Superintendent,
he provides direction,
supervision and scheduling for
the operations of the
Maintenance Division and it’s
staff of 27 mechanics, equipment
operators and laborers.
Mark Linne, Administrative
Assistant and his staff of
Barb Bassa and Marie Luther
handle the first point of
contact for the Department’s
calls and visitors. They take
care of the Department’s
contract processing, accounts
receivable and payable,
construction payments and
clerical duties that make the
department run smoothly. Mr.
Linne also assists with the two
county airports as commission
secretary.
Rick
Norrgard, brings
an extensive background of
experience in survey, design,
construction and inspection to
his current post as Bridge Inspector and Safety
Officer. This
combined position puts him in
charge of the annual safety
inspection of 134 bridges and
culverts in Carlton County as
well as the inspection of new
bridges as they are built. He is
also the Safety Officer for the
Department. Mr. Norrgard assures
the Department’s staff is
equipped with the required
personal safety equipment and
training to perform our work
safely, making our work sites
safer for our personnel and for
the public.
Barb Bassa, Account Clerk,
handles accounts billing and
receiving, administers the
various
permits issued by the
Department and data entry for
payroll. Ms Bassa administers
the
Adopt-A-Highway program for
the Department. She also deals
with customers on the phone and
at the reception window.
Marie Luther, Clerk/Typist,
is the Department receptionist
and secretary. Ms Luther and Ms
Bassa can answer questions
related to the department or
direct those to a person that
can help.
