Local Water Management Plan

Responsibility

In February of 2016, the responsibility for the implementation of the Carlton County Comprehensive Local Water Management Plan was transferred to the Carlton County Soil and Water Conservation District (Carlton SWCD).

Carlton County Zoning and Environmental Services Office was responsible for the implementation of the Carlton County Comprehensive Local Water Management Plan from 1997 to February 2016.

About the Plan

The Carlton County water plan process started when the Board of Commissioners passed a resolution on December 8, 1987 to enter into the Comprehensive Local Water Management Planning process under Chapter 103B.311 and 103B.315 of Minnesota Statutes. The original water plan was completed and adopted in late 1990. The Carlton County Comprehensive Local Water Management Plan 2010 to 2020 (PDF) is the fourth generation plan in Carlton County. Copies of the plan can be viewed at the Carlton County Zoning and Environmental Services Office.

Purpose

The purpose of the plan is to provide the citizens of Carlton County, local government, state agencies and federal agencies with a strategic framework to manage its water and land resources. Several grants are directly tied to this plan, including the Natural Resources Block Grant.
